Digital Transition (And Transformation) In International Development | 1997 – 2016

UNDP Mongolia Communications Coordinator (1997-1999): David South

I launched this portal in 1997, in the middle of a major economic crisis in Mongolia. This award-winning (winner in 1998 of the People’s Choice WebSite 500 award and the CyberTeddy Top 500 Website award) and pioneering United Nations Mongolia development web portal was singled out by UN headquarters as an example of what a country office website should be like.

At this time, Mongolia was still recovering from the chaotic and turbulent transition from Communism to free markets and democracy begun at the start of the 1990s, called by some “one of the biggest peacetime economic collapses ever” (Mongolia’s Economic Reforms: Background, Content and Prospects, Richard Pomfret, University of Adelaide, 1994). There was a thirst for information: access to the Internet was still limited and access to mobile phones was just the preserve of the rich. As a legacy of the past, information, especially that about the outside world and the country’s true economic and social conditions, was restricted. During the years of Communism, even simple travel from one place to the next was strictly regulated.

While today we can take it for granted that the Internet, and mobile and smart phones, deliver the world’s information in seconds, this just was not the case in the late 1990s in Mongolia.

The UN/UNDP Mongolia development web portal addressed the urgent need to communicate what was happening in the country during a major crisis, and to transparently show what the UN was doing to address the crisis. It made critical data on the country’s development easy to find, and informed the wider world about the country and its people and culture. While the Internet had only just arrived in Mongolia, from the start the UNDP Mongolia Communications Office was experimenting with this powerful new technology to reach a global audience. This included Mongolia’s first web magazine, Ger (launched in 1998).
After the http://www.un-mongolia.mn website launched in 1997, a media campaign began to inform readers of its presence. This ad appeared regularly in magazines, newsletters and newspapers.

Ger Magazine was launched on September 9, 1998 (Ger is the Mongolian word for both the traditional tent dwelling and home). The theme of youth in the transition was explored by a combined team of Mongolian and foreign journalists. The Ger Magazine project had basically three goals: first, raise the quality of journalism in the country, secondly, introduce the country to a wider global audience and, thirdly, by being the country’s first online magazine, prove the Internet was an effective way to communicate. 

Issue 1 of the magazine investigated what life was like for youth during the transition years (post-1989). Stories tackled the struggle to find work in the free market, the booming pop music scene and how it is leading the way in business entrepreneurship, reproductive health, the basics on Mongolian culture, and vox pop views from Mongolian youth.
Issue 2 of the magazine investigated modern life in Mongolia during transition. The team of journalists were hitting their stride by this issue. Stories probed the proliferation of bars and the problem of alcoholism, corrupt banking practices and the loss of savings, how the young were the country’s leading entrepreneurs, Mongolia’s meat and milk diet, “girl power” and the strong role played by women, the burgeoning new media, the rise and rise of Buddhism, and Mongolia’s dynamic fashion designers (this article inspired foreign fashion designers to embrace the Mongolian ‘look’ in the next season’s designs).

The UN/UNDP Mongolia homepage quickly became the top resource for development news on Mongolia in the late 1990s.

In 2000, the Kiev-based UN Ukraine team had to improve the design and capability of the mission website to handle new content and online services. There was a strong demand for information on country conditions and how to support the UN’s work (for example, on HIV/AIDS). It was a dangerous time to be involved in any online communications and the media and online communicators were routinely threatened with violence and even death.
Whilst with a UK-based international development consultancy, I worked on the drafting and online launch in 2000 of the World Bank’s Task Force on Higher Education and Society report, Higher Education in Developing Countries: Peril and Promise. At the time, it was still rare to see reports made user friendly for the world’s web audience. As a survey in 2014 discovered, a shocking third of the Bank’s publications are never downloaded, 40 per cent were downloaded just 100 times, and only 13 per cent were downloaded more than 250 times in their lifetime (The Washington Post).
As the Millennium Development Goals (MDGs) were being communicated, the link between the powerful new digital and mobile/information technologies and development goals became explicit in information materials. The cleaner and more modern design introduced with Mongolia’s first human development report in 1997, continued in future publications and online, as can be seen in this screen grab from 2003 and that year’s human development report. The first use of infographics was also introduced in a report on the MDGs for UNDP Mongolia in 2005. Importantly, a country that had been isolated from the non-Communist world for decades, was now routinely using the Internet to tell its stories and post development data.
Human Development Infographics: Infographics have proven a useful visual aid for communicating human development concepts. This example was created for a UNDP Mongolia report during missions undertaken in 2005.
Five years prior to the MDGs deadline in 2015, the David South Consulting website went live (2010). Featuring a new branding and design, it signaled a new design phase more comfortable with developments in social media and online and mobile content sharing. Designed by Solveig Rolfsdottir, one of Iceland’s top graphic designers and illustrators, the website’s design was intentially made compatible with the new global magazine, Southern Innovator (also designed by Solveig Rolfsdottir).
The online story archive for Southern Innovator was launched by the United Nations Office for South-South Cooperation (UNOSSC) in 2011. Organized by theme, the stories were cited in blogs, books and reports around the world.
The new template for the United Nations e-newsletter Development Challenges, South-South Solutions was launched in 2011 and designed by Solveig Rolfsdottir. It included a QR code for mobile and smartphone users to connect to the Southern Innovator website.
In 2016 the mobile-friendly version of the David South Consulting website was launched.

The Battle for India’s Coffee Drinkers in Buzzing Economy Development Challenges: A showdown in India over coffee is creating new opportunities. It is also demonstrating how the country is changing, with rising incomes in some places and great disparities in others.

West African Chocolate Success Story Development Challenges: A Ghanaian chocolate company has become a big success in the United Kingdom and shown how it is possible to develop and market a high-quality product grown in West Africa. While the chocolate bars are manufactured in the Netherlands, the cooperative that owns the company initiated the push into producing a mass-market chocolate brand – and shares in the profits.

Kenyan Farmer Uses Internet to Boost Potato Farm Development Challenges: The rise of social networking websites (http://en.wikipedia.org/wiki/List_of_social_networking_websites) during the past few years has swept across the internet. The popular Facebook (www.facebook.com) site alone has over 350 million users worldwide. In Africa, there are more than 67 million people with access to the internet – just over 6 percent of the population (http://www.internetworldstats.com/stats1.htm).

Açaí Berry Brazil’s Boon Development Challenges: A formerly obscure berry from the Amazon rainforest in Brazil has become a global marketing success. The açaí berry – a dark, small fruit similar in appearance to blueberries – has surged in popularity around the world and brought newfound prosperity to poor communities.

Woman Wants African Farming to be Cool Development Challenges: Can farming be cool? Especially on a continent where it has long been associated with hardship and poverty, can agriculture be attractive to a young generation looking for big opportunities? A young woman in Nigeria thinks so and is on a mission to show farming is a great way to get ahead in modern Africa. And she hopes more people attracted to farming will boost the continent’s food security and reduce costly imports.

Kenyan Products a Global Success Story Development Challenges: The East African nation of Kenya has become synonymous with high-quality agricultural products, and offers lessons for other countries across the South. Rwandan Coffee Brand Boost Development Challenges: A successful Rwandan company is using coffee shops to promote the nation’s high-quality coffee brands at home and abroad. Started by two Rwandan entrepreneurs three years ago, Bourbon Coffee (http://www.bourboncoffeeusa.com/) now has three shops in the country’s capital, Kigali, and a savvily positioned shop in Washington DC.

Brazil’s Agriculture Success Teaches South How to Grow Development Challenges: Inflation, environmental stresses and population and economic growth are testing the world’s food supply systems. There is a strong need to boost yields and improve the quality of food. Between now and 2050 the world’s population will rise from 7 billion to 9 billion. Urban populations will probably double and incomes will rise. City dwellers tend to eat more meat and this will boost demand.

Palestinian Olive Oil’s Peaceful Prosperity Development Challenges: The economic devastation of the conflict between Israel and the Palestinians (http://en.wikipedia.org/wiki/Palestine) has brought much hardship to the Palestinian people. The United Nations under the UNRWA mission has been working to lesson the hardship for over 60 years (http://www.unrwa.org). But there is only so much it can do.

South African Wine Industry Uncorks Opportunities Development Challenges: Wine-making is one of South Africa’s oldest industries and plays a key part in the country’s economy. And now both wine making and production are being transformed and creating new economic opportunities. Once seen only as the preserve of the country’s white minority population, wine is slowly becoming a black thing too.

Mongolian Enterprises Target Healthy Urban Lifestyles Development Challenges: In the Northeast Asian nation of Mongolia – landlocked between Russia and China – the traditional diet is based on the nomadic ways of its herders. Rich in meat and milk products, it is a diet that has evolved from the need to survive in a harsh climate doing hard physical labour – winter temperatures can drop below minus 50 degrees Celsius.

The partially digested coffee beans are gathered from the faeces of the cat and used to make a much-coveted, smooth-flavoured cup of coffee.

UN Bribery and Money Laundering Networks

Since 2015 a number of bribery and money laundering networks were identified by the U.S. Department of Justice operating at the United Nations, resulting in arrests and criminal trials. In one case, an appeal reached the U.S. Supreme Court. Here is what ChatGPT has to say about convicted bad actors in these networks.

Pay for Pee Keeps Indian Town Clean

SOUTH-SOUTH CASE STUDY

The task is huge: 2.6 billion people, or 41 percent of the world’s population, is without access to basic sanitation. As a result, most have to make do and defecate or urinate wherever they can. In crowded urban areas, the result is an unpleasant source of disease and filth that fouls living spaces and sickens or kills many people.

In Indian cities, between one-quarter and one-half of the population, mostly slum-dwellers, has inadequate or no provision for sanitation.

Many government-built communal toilet blocks are in a sad state. They are overburdened by queues of people that can stretch a mile-long in the mornings. They can also be too expensive for many slum dwellers. Often government-built toilet blocks are in disrepair after just three months, and people return to defecating in the streets.

In 2008, the International Year of Sanitation (http://esa.un.org/iys/), more than 330 million people in India do not have access to proper sanitation facilities. And in the case of the remote town of Musiri in Tamil Nadu state, many residents relieve themselves on river banks, leading to infectious diseases like diarrhoea.

But an ingenious scheme is keeping streets clean and people relieved. Rather than viewing human waste as an expensive problem and annoyance, poor residents are being paid up to a dollar a month to use public toilets. By paying people to use the toilets, the government avoids having to run campaigns to get people to change their habits.

“In fact, many of us started using toilets for urination only after the ecosan (ecological sanitation) toilets were constructed in the area,” S. Rajasekaran, a truck cleaner, to The Times of India.

The urine is being collected to be used as a crop fertilizer by the state’s agricultural university (http://www.tnau.ac.in/ ). About 150 residents use the eco-sanitation toilet daily. It is designed to collect faeces as well: it too is used as fertilizer.

“We’re motivating people to know the value of their urine,” Marathi Subburaman, who came up with the novel idea, told CNN. “The urine that is collected goes into fields for paddy crops, and of course the faeces becomes good compost in a matter of months.”

Subburaman’s non-profit Society for Community Organization and People’s Education (SCOPE) has teamed up with Tamil Nadui Agricultural University and are studying how much urine is needed to fertilize a field.

“Next year, we can install urine banks so we can sell the urine to farmers,” he said.

The locals are given cards and each trip is recorded. At the end of the month, the cards are handed in and the money collected.

The average amount paid out is based on the assumption most people need to go twice a day.

If some get cheeky and try to make more money from pretending they need to go to the toilet, there is a solution: “If they ask to go three, four times a day, then something’s wrong,” Subburaman said. “We ask them to go to a doctor.”

Another successful model is the Indian NGO SPARC (Society for Promotion of Area Resource Centres) (http://www.sparcindia.org/). SPARC is an Indian NGO established in Mumbai in 1984 that began working with women pavement dwellers.

It has been designing and building toilet blocks in Indian cities, bringing access to toilets and washing facilities to hundreds of thousands of poor urban Indians. It has built toilet blocks for 400,000 people in eight Indian cities. It trains community groups to build, manage and maintain the toilet blocks. It has also proven that local groups can take on the management and costs of providing toilet facilities.
