Brazilian Solar-powered WiFi for Poor Schools

There is a pressing need to spread access to the internet to the world’s poor — but also many obstacles. Often it is something as basic as a lack of electricity that brings progress to a halt. But a Brazilian innovator has come up with a solar power supply that is helping to bring internet access to schools serving the poor.

Many initiatives are trying to bring inexpensive access to the internet to rural and remote regions around the world. Schools in poor areas are receiving laptop computers through schemes like the One Laptop Per Child project, but it is common that schools do not have a steady electricity supply to power the computers or the internet connection. One of the most successful ways of rapidly expanding access is to offer wireless (WiFi) internet so that anyone can use the Web, no matter what device they have, whether a laptop computer, a personal computer or a mobile phone. The signals use radio waves, and are an excellent solution for multiple users.

Brazilian professor Marcelo Zuffo, Interactive Electronics Coordinator at the University of Sao Paulo, has invented a cheap solar-powered WiFi access point for the poor. Designed to be used by schools without a steady source of electricity, it doesn’t need outside electricity supply, and is not difficult to assemble. It is being tested on lampposts around the Sao Paolo campus.

The device uses something called a ‘mesh’ strategy. By acting as a group, several units are able to expand the area covered by WiFi in a honeycomb pattern. The signal is relayed back and forth between the units, significantly increasing the area covered that can access the Web. “In such a strategy,” said Zuffo,”you can cover large rural areas, parks, low income neighbourhoods, by just dropping our equipment in roofs, trees or on to existing lamp posts.”

Zuffo was inspired to develop the solar-powered WiFi boxes after the university tried to bring laptop computers to a Sao Paulo school, and found they didn’t have a steady electricity supply.

“We came up with the idea of taking energy that is most plentiful and cheap, i.e. the sun,” he told the BBC. “We have a solar panel, a cheap motorcycle battery and a circuit that is responsible for energy management. We can have up to two days of full internet coverage and our goal is to increase that to 10 days – so that in the rainy season and the winter, you can have the internet for free.

“The natural plan is to miniaturize the system so that we can save on costs. So by the end you can imagine these WiFi solar mesh devices being the size of a cellphone or playing card.”

The low cost, solar-powered access point is ready as soon as it is unpacked and needs neither maintenance nor a power socket to get going.

“It is a completely autonomous WiFi hotspot, it doesn’t need any internet or energy connection,” said Zuffo.

“Everything comes from the sun and we have plenty of that in Brazil,” he said.

The volunteer organization Green WiFi initiative is also developing solar powered technologies to bring ubiquitous internet access to the world’s poor.

Zufo’s message for other scientists and inventors is this: “Innovation, invention is all about transforming people’s lives. We need methods and equipment which are cheap enough so that they are accessible to virtually every one, suitable for small scale applications, and compatible with man’s need for creativity.”

The issue of inequality in access to the internet has stark consequences for global economic development. Already, according to the World Information Society Report 2007, “Europe has achieved the largest overall gain in digital opportunity over the last two years, followed by the Americas… Asia and Africa have witnessed smaller gains in digital opportunity. The implications for the digital divide are clear: digital opportunity is becoming more sharply divided by region, not less.”

Web 2.0 to the Rescue! Using Web and Text to Beat Shortages in Africa

The beep-beep of a received text on a mobile phone is now becoming a much-needed lifeline to Africans. Zimbabweans, who continue to struggle every day with inflation that has shot to 3,731 percent (Zimbabwe Central Statistical Office), have usd African ingenuity and 21st century technology to survive another day.

New website services have become a literal lifeline for millions suffering from economic and social hardships. At least four new web-based services have stepped in to link expatriate Zimbabweans working outside the country with their relatives back home. All share a common service: people can log into the websites and shop and select what they like to purchase or transfer to their relativs. Once a purchase has been made, a message is sent by mobile phone text to Zimbabwe, either transferring money credits or credits for fuel, food or medical services.

Mukuru.com is the most elaborate and ambitious of the services, and is expanding across Africa (currently in Zimbabwe and South Africa, it is expanding to Kenya, Malawi and Zambia). Started in 2006, it now boasts 8,000 customers and is averaging 1,200 orders per month, ranging from money transfers to fuel and digital satellite television subscriptions. A voucher number sent by mobile phone also allows the recipient to swap a PIN (personal identification) number for coupons redeemable at certain garages.

One of the great advantages of this new technology is its ability to give real-time updates and tracking throughout the transaction. Senders are informed about every stage of the transaction, right up until the gas is gushing into the car’s tank.

“Basically anybody who is able to work will do their best to support family back home,” said Mukuru’s UK-based Nix Davies. “Mukuru’s birth is the result of our inability to sit back and watch, as well as the desperate need to help those back home. The power of an instant SMS being able to provide value to its recipient is inspiring.

“Launching Mukuru.com has not been without its hurdles,” continues Davies. “Promoting a brand with one foot in the first world and having to deal with third world inconsistencies is always challenging.” Mukuru also has plans to expand into travel, freight, mail (letters are printed out and sent within Zimbabwe), and music to help local musicians.

Over at another website, Zimbuyer.com, expatriate Zimbabweans can buy groceries for their relatives at home and make sure that the money is not spent on the wrong thing.
“They’re a lot of people who left Zimbabwe and, for example, have left their children over there,” a spokesman told the BBC’s website. “But sometimes the money they have sent home for the care of the children is diverted into other things. With our service, people buy the stuff – and we deliver them to the recipients so they know what they’re buying.”

Zimbuyer’s website is similar to food shopping websites in developed countries. Prices are listed in British pounds, but the food items are Zimbabwean staples like sadza maize, Cashel Valley Baked Beans and Ingrame Camphor Cream – all delivered to people living in Harare, Chitungwiza and Bulawayo.Zimbuyer’s most popular products are cooking oil and sugar, while “power generators are proving popular because the electricity always goes off nearly every day.”

Another service is Zimland.com, which has a network of 52 supermarkets nationwide. As it starkly boasts on its website, it gives Zimbabweans abroad “a quick and efficient way of ensuring their families do not starve in Zimbabwe.”

The Zimland Superstore offers a variety of hampers of food and essentials for families, from the Madirativhange to the Mafidhlongo to the Hotch Potch Delux, and boys and girls ‘Back to School’ hampers.

Yet another service has taken on the problem of paying for medical and health services. Beepee Medical Services allows Zimbabweans to pay for doctors’ appointments, prescription drugs and surgery for relatives.

Launched in September 2006 by Dr Brighton Chireka and his wife Prisca, a nurse, the business is small but growing.

“Mostly we’re running it as a service to help people,” said Dr Chireka, adding he gets about two consultation bookings a day (US $30 an appointment). “It should be able to pay for itself… We’ve employed people who are working full-time in Zimbabwe. This side (the UK), it’s on a part-time basis to answer the calls.”

Cuba’s Hurricane Recovery Solution

The frequency of extreme weather in the past decade has been attributed to global warming (http://tinyurl.com/5peel). Many scientists believe the future will bring even more turbulent weather events and disasters. The devastation and hardship brought by natural disasters can eradicate development gains, and destroy livelihoods and health. It is critical countries help people to get back to their normal lives as fast as possible.

The Intergovernmental Panel on Climate Change (http://www.ipcc.ch) says extreme weather events will become more frequent, more widespread and/or more intense during the 21st century. Extreme weather is already costly for countries in the global South. The United Nations Environment Program (UNEP) found that the cost of droughts, storm surges, hurricanes and floods reached a record US$210 billion in 2005.

The Caribbean island of Cuba (http://en.wikipedia.org/wiki/Cuba) was particularly affected in 2008 by extreme weather, as the island was battered by two devastating hurricanes – Ike and Gustav – and a lesser one, Paloma.  It was the only time that three major hurricanes have hit Cuba in the same season, with just a 10 day gap between Gustav and Ike. The hurricanes were described as the “worst ever” storms by Cuban officials

The cost to Cuba has been high: Damages from Ike and Gustav are estimated at more than US$5 billion (http://tinyurl.com/ba7xny).

Between 2001 and 2005, Cuba experienced seven major hurricanes. Half a million houses were damaged, and 90,000 destroyed. In the 2008 storms, 619,981 homes were damaged and 70,409 destroyed, with 468,995 homes losing their roof tiles.

But Cuba has developed a pioneering way to quickly rebuild after disasters on a tight budget and using local resources. By using so-called ecomaterials – construction materials that are ecologically and economically viable – the Cuban approach erects sturdy homes, rather than just temporary shelters.

It is a common experience after a disaster in a developing country for all the resources to be spent on imported emergency shelter – tents, shacks, plastic sheeting – that then become permanent and inadequate homes. These makeshift dwellings provide poor security and shelter from the elements. For Cuba, the enormous scale of the repair and reconstruction job is especially difficult because of the fuel shortages and building supply restrictions brought on by the United States’ embargo on the country (http://tinyurl.com/4alwrb). In turn, Cubans are adaptable and creative with their solutions.

The Cuban approach builds permanent homes that can be expanded, teaches homebuilding skills and creates permanent employment in manufacturing building materials.

By developing technologies to manufacture building materials – bricks, concrete blocks, cement, roofing tiles, bamboo furniture – on site using local resources, the approach lets homeless people themselves rebuild sturdy, high-quality homes, rather than waiting for outside building crews to come and do it, or being dependent on expensive, imported building materials. By doing this, jobs are created and wealth and gets the community back on its feet after the disaster.

“This is all about going back to the roots: wood, concrete and bricks,” said the passionate brains behind this approach, Fernando Martirena, a professor at CIDEM  — the Centre for Research and Development of Structures and Materials — at the Universidad Central de Las Villas, in Santa Clara , Cuba (www.ecosur.org).

“The so-called free market has demonstrated it can not tackle this problem of the urgent housing crisis in the world.”

At the heart of the Cuban approach are easy-to-use machines that produce the building materials. They range from hand-cranked presses that make mud and clay bricks, to vibrating presses for concrete brick making.

Training the homeless population to do the building themselves allows reconstruction work to begin straight away, rather than waiting for professional building crews to arrive on the scene. It is also psychologically more empowering for the people to be active participants in the rebuilding of their lives. The pride the people have in their new homes is visible.

And quality has been critical for the programme so it can become sustainable and long-lasting:

“The driving force for this project is need,” Martirena said. “If we want to obtain sustainability, we must go beyond need. After disaster, need is the driving force. But after two years, when most things have been completed, it must be a business. Good, beautiful, cheap. Normally, this technology is cheaper than industrial technology.”

To stay prepared for future natural disasters that destroy or damage homes, the Cubans have established strategic reserves of micro-concrete roofing tiles. The lightweight but strong tiles can be used to quickly erect a small module home, and then the home can be expanded and built on as resources and time allow.

Martirena, a former UNHABITAT award-winner, believes this approach to building materials brings prosperity back to rural areas and helps stem the flood of people to cities and urban sprawl seen across the global South.

“You have to go back to the origin of the problem: people are looking for money and better jobs. It is not because they like the cities; they hate the cities!”

“Bamboo harvesting (for furniture making) can bring people three times more income than they would make in the cities. They are really making money.”

For Cuba, this has been a journey from a highly centralised and fuel-dependent approach to house building, to a decentralised, low-fuel approach. From 1959, the year of the revolution, until 1988, Cuba built housing using a centralised factory method to make building materials. Prefabricated houses were erected across the country. The materials were delivered by road and rail, all fuelled by cheap oil from the former Soviet Union.

After the collapse of the Soviet Union in the early 1990s, oil became scarce and the transport network the building industry depended on fell apart. This time was called the “special period.”

Apart from natural disasters, Cuba’s housing stock has suffered under the US embargo. The country’s housing began to decay as repairs were not happening and new houses were not being built. When people did want to do the repairs themselves, the lack of building supplies made it difficult for them to do so. Cuba realized it had to do things differently: the solutions had to be local, energy-efficient, and easy to use.

CIDEM oversees workshops, training and building teams across the country. It tests new materials and designs in its labs before they are deployed as building solutions. The ecomaterials are chosen for low energy use and the ability to recycle waste. Being inexpensive, they offer a sustainable solution for the poor.

In the community of Jatibonico, single mothers make up 40 percent of those who have benefited from the building projects. One woman proudly showed off the home she had built in the Spanish style, complete with Greco-roman columns on the porch. It has a clean, modern bathroom with shower and toilet.

Martirena is currently working on a book of case studies about CIDEM’s projects helping Cubans cope with reduced oil dependency.

CIDEM collaborates with universities around the world and has 19 workshops employing over 200 people in Cuba, and 15 in other countries in Latin America and Africa. Model Indian Villages to Keep Rural Relevant

The world’s rush to urban centres is the great challenge of the 21st century. In 2007, the world became a majority urban place. The consequences of this shift can be seen in the blight of urban poverty, with its slums and squalor, environmental degradation, and rising social tensions. But there are people working on keeping rural areas relevant and pleasant places to live. These rural advocates see a vibrant countryside as part of the solution to the world’s plethora of crises.

In India, a pioneering initiative is reviving impoverished rural villages. Drawing on self-organizing methods used in India since 1200 BC, the Model Village India (www.modelvillageindia.org.in) is based around India’s democratic system of Panchayats: a village assembly of people stemming back to pre-colonial times.

“Decentralizing is necessary if development is to reach the grassroots,” said the concept’s founder, Rangeswamy Elango, a head of the village of Kuthampakkam, 20 kilometres (12 miles) from the bustling city of Chennai, and one of the 12,600 Panchayats in the Indian state of Tamil Nadu.

While all villages have the ability to use the Panchayat system to improve their lives, few are making the most of this system. The model villages are about showing other villages the true power they have at their disposal. And that with a plan and determination, they can increase their income and improve their quality of life, attracting more money from government and other sources to do so.

The concept has now expanded to 30 model villages. At its core it is about being positive, eschewing griping about problems and instead getting down to work to solve them.

“We demonstrate the basic infrastructure, sustainable housing, food security,” said Elango. “If the government is not bothering, maybe through the local people’s efforts, we can try to demonstrate a variety of development models.”

As India’s economy has boomed, its small towns and villages have withered. Home to the majority of the country’s population, they are in crisis, with declining populations and high suicide rates. India’s urban slums are where people are going – they are growing 250 percent faster than the country’s population. India is a country in danger of neither having a viable rural economy, nor viable cities, but just vast tracts of slums.

Originally left out of the first draft of India’s constitution, Panchayats became legitimized in 1992. They are now elected in every one of the 260,000 villages in India. If they use them, the local Panchayats have extensive powers to transform the destiny of a village, with control of budgets, and decision-making power on how services are to be delivered. This ranges from the provision of clean water, to burying the dead and building roads. The trick is in getting people to realize the power they wield over their destiny and how it can transform their economic situation.

“The village-level local governments are constitutionally important bodies,” said Elango, “but the way it is implemented is not good. The system is unable to deliver the goods to the people.”

The model village approach has revived once-declining villages plagued with high unemployment, chronic alcohol abuse, and domestic violence. The residents are involved in the building of new and healthier homes, providing clean drinking water, waste facilities, education services – including an academy dedicated to teaching the skills and lessons leaned by the villagers to other villages – and even trying to break down the barriers between people because of India’s caste social hierarchy.

“Instead of having a big college, this is a practical people’s model,” Elango said. “It is not done by an academic but by a layman. The learning is spontaneous and emotional.”

Elango is driven by making his village a model that works, and in turn, becoming a magnet for others wishing to improve their lives and their villages.

Elango’s village was not able to support itself with its two crop harvests a year and the villagers resorted to illegal alcohol production instead to make a living. Despite being well connected by highway with nearby Chennai, the village was socially and economically dying.

Like a spreading ink spot, the concept is to create a network of like-minded villages that act as self-reinforcing positive role models, spreading the prosperity and stability outwards. The “Network Growth Economy Model” is a direct challenge to the “special economic zones that benefit only capitalist owners,” said Elango.

Ambitious, Elango is hoping to draw in 2,000 villages over the next 10 years, until a tipping point is reached, and the model explodes across India.

A native of the village, Elango became saddened by the community’s decline, including widespread domestic violence against women. The booming city of Chennai’s prosperity had not rippled out to the village, and it was still lacking good infrastructure and sanitation. A trained chemical engineer, he was elected the President of the Kuthambakkam Panchayat in 1996, and set about using his engineer’s perspective to draft the village’s five-year plan from 1996 to 2001.

But the budget was tight. And he had to turn to innovative solutions: recycling building materials, conserving water and reducing electricity consumption. But the resourcefulness paid off, and the state of Tamil Nadu provided the money to upgrade roads, drains, build a community centre, child care facilities, 200 low cost toilets, and work sheds for the village’s industries. By the end of 2001, most basic needs were being met. He then turned to providing good quality housing for the villagers still living in thatch huts.

He has used the “Network Growth Economy Model” to tackle the unemployment and low incomes. It works like this: rather than buying food and other products from outside the village, the villages band together to establish industries to provide those products to each other. This creates jobs and increases income by keeping the wealth within the network of villages, rather than it benefiting far-away companies. The new businesses include Thoor dhal processing, dairies, soap making, bakeries, ground nut oil production, and leather making.

“India was strong when this model was in place – we had strong villages,” said Elango. “Globalization’s trickle down is not working for India.”

Development Challenges, South-South Solutions was launched as an e-newsletter in 2006 by UNDP’s South-South Cooperation Unit (now the United Nations Office for South-South Cooperation) based in New York, USA. It led on profiling the rise of the global South as an economic powerhouse and was one of the first regular publications to champion the global South’s innovators, entrepreneurs, and pioneers. It tracked the key trends that are now so profoundly reshaping how development is seen and done. This includes the rapid take-up of mobile phones and information technology in the global South (as profiled in the first issue of magazine Southern Innovator), the move to becoming a majority urban world, a growing global innovator culture, and the plethora of solutions being developed in the global South to tackle its problems and improve living conditions and boost human development. The success of the e-newsletter led to the launch of the magazine Southern Innovator.
