UN Ukraine Web Development Experience | 2000

In November/December 2000 I worked in Kyiv/Kiev, Ukraine for the United Nations mission on the strategic re-launch of the mission website as a portal, whilst also advising the UN Resident Coordinator/UNDP Resident Representative Douglas Gardner on communications strategy. It was an extraordinary experience on many levels. It was a time when the Internet was fast evolving and required quick thinking and an ability to innovate; it was also a key moment in Ukraine’s history. 

The dangers at the time for communicating on the Internet were starkly clear: on September 16, the Ukrainian journalist Georgy Gongadze was murdered. In 2013 Aleksei Pukach, former head of the surveillance department in the Ministry of Interior, was convicted of the murder. 

According to Olena Nikolayenko in Youth Movements and Elections in Eastern Europe (Cambridge University Press, 2017), “Gongadze’s murder in September 2000 engendered the Ukraine without Kuchma Movement. The website Maidan (http://maidanua .org) was initially set up by civic activists to provide extensive coverage of the movement’s activities.”

But despite those dangers and clear threats from the government of the time, there was a flourishing and inventive Internet and digital economy. The magazine Internet UA (whose editor I enjoyed meeting) gave a great overview of the scene in Ukraine and its creativity. Just as now, the creation of Internet stars who can exploit the medium (in this case sexy videos: a very large online market today) was driving viewers and subscribers. But there was also a vibrant online news media, blogging, commerce and gaming presence as well.

Internet UA magazine: Sex sells and the sex industry has always had pioneers seeking new ways to get eyeballs for their content. The Internet from its early days has been driven by the search for nude pictures and sex videos. In this cover feature, “Internet + TV: Double Impact”. That content mix has become the foundation of websites such as Pornhub etc.

According to ain.ua, the Ukrainian digital economy today is ” … ‘local’ only just figuratively speaking. Ukrainian startups are initially focused on international markets. Product companies are included into international industry ratings. Outsourcing works with clients from all over the world. Global players enter Ukrainian market, opening R&D offices, acquiring and investing into local companies. There are no boundaries.”

It is easy to take digital freedoms for granted now but there was great resistance at the time and, unlike today, many governments were openly hostile to digital technology, online communications and e-commerce.

The UN itself was evolving and embracing the communications and design revolution being driven by digital change. This was the first “dot.com” boom, which had begun in 1997. I had played a key role in pioneering online content for Mongolia (1997-1999) and could bring this experience to Ukraine. The UN Ukraine brief involved creating content that was accessible to users with low bandwidth, dial-up connections (few had mobile phones in 2000). I had been building new media experience throughout the 1990s, tracking the cable and satellite TV and mobile/Internet revolutions for the Financial Times as a journalist, as well as launching websites for various media clients.

Key content created and launched on the UN Ukraine portal included critical information on the HIV/AIDS crisis in Ukraine, UN Ukraine’s first online magazine to explore perceptions of volunteering and NGOs in the post-communist period, and content preparing for the visit of the UN Secretary-General Kofi Annan, by showing how Ukraine was engaging with global development priorities, for example the eight Millennium Development Goals (MDGs), and bringing together UN agencies and entities into a cohesive web and “One UN” experience.

One highlight of this assignment was working with the “UN Chornobyl Programme” to develop its web content. This included visiting Pripyat (https://en.wikipedia.org/wiki/Pripyat),an abandoned city because of the Chernobyl Nuclear Power Plant disaster in 1986. I have visited many abandoned and “secret” cities and towns in the course of working with the United Nations but this particular visit had the added dimension of an environmental and human health disaster hanging over it (and as a former healthcare worker at Canada’s top cancer hospital and research institute, I couldn’t forget the impact of high radiation levels on the body).

The power of the Internet and the digital economy to engage people, especially the young, despite living in a country with significant political repression of free speech and even physical intimidation and murder, stuck with me. This work also contributed to laying the foundations for Ukraine’s growing freedoms and greater engagement with Europe. 

As this chart shows, increasing connectivity had a profound impact on living standards in Ukraine and Mongolia post-2000. The extreme turbulence Mongolia experienced in the 1990s – after the collapse of support mechanisms from the Soviet Union – calmed down as Mongolia integrated with the global economy, especially a booming China.

“The transformation of Mongolia from a largely rural nomadic society of herdsmen to a community dominated by the increasingly ultra-globalized city of Ulan Bator, where almost a third of the population lives, is nothing short of astounding. From 1997 to 1999, I served as the Communications Coordinator (head of communications) for the United Nations (UN)/United Nations Development Programme (UNDP) mission in Mongolia, founding and directing its UNDP Mongolia Communications Office.

The question posed itself from the start of the assignment: In the middle of a major crisis, is it possible to recover quickly while simultaneously growing and modernizing the United Nations mission (this was the dawn of the digital revolution)? It was only possible by teaching and mentoring colleagues, offering leadership, vision, strategy, and practical actions to get there – all with a budget and mandate for two years.

The mission had to tackle in particular, three, severe crises: the country’s turbulent transition from Communism to free markets and democracy, the social and economic crash this caused, and, later in 1997, the Asian Financial Crisis (Pomfret 2000)– all combined with the political instability this exacerbated. Richard Pomfret said in 1994, “In 1991 Mongolia suffered one of the biggest peacetime economic collapses ever (Mongolia’s Economic Reforms: Background, Content and Prospects, Richard Pomfret, University of Adelaide, 1994).” From Curbing Corruption in Asia: A Comparative Study of Six Countries by Jon S. T. Quah: “The combined effect of these three shocks was devastating as ‘Mongolia suffered the most serious peacetime economic collapse any nation has faced during this century’. Indeed, Mongolia’s economic collapse ‘was possibly the greatest of all the (peaceful) formerly'” Communist countries.

During the last 16 years the financial and monetary system of our country saw the worst crisis in 1991-1994, there was a recovery in 1995-1997 and another crisis in 1997-1999. However, it has entered a stable stage since 2000.

As can be seen in this chart, Mongolia’s economic growth since 2000 has benefited greatly from its proximity to China.

The Economist: “Those free-trading Mongolians” was published Apr 24th 1997. I arrived in May of 1997 to find a country on the cusp of great and turbulent change.

In this role, I pioneered innovative uses of the Internet and digital resources to communicate the UN’s work and Mongolia’s unfolding crises. The UN called this work a “role model” for the wider UN and country offices. A survey of United Nations country office websites in 2000 ranked the UN Mongolia website I launched in 1997 and oversaw for two years (1997-1999), third best in the world, saying: “A UN System site. A very nice, complete, professional site. Lots of information, easily accessible and well laid out. The information is comprehensive and up-to-date. “The years 1998 and 1999 have been volatile ones for Mongolia, with revolving door governments, the assassination of a minister, emerging corruption, a banking scandal, in-fighting within the ruling Democratic Coalition, frequent paralysis within the Parliament, and disputes over the Constitution. As part of a strategic plan to raise awareness of Mongolia’s development challenges and to spur action on meeting them, a Communications Office was established for the UN mission in 1997 – a structure that is commonplace in UN missions today. The Office also led on digital communications, marking many firsts, from the first digital photo and video library, the first online magazine, the first web portal, the first online newsletter, and many other firsts. It gathered numerous stories on resilience in a crisis, and documented in data and storytelling the country’s development challenges, while introducing a transparent way of working and communicating unprecedented for the time (the country was still recovering from the state secrecy of its years under Communism), and led on modernizing communications in the country. Acting as a strategic hub, the Communications Office and its dynamic and talented team, were able to leverage the existing budget to spur action on many fronts, including:

I launched it in 1997 in the middle of a major crisis, and oversaw its expansion and development for two years. A pioneering digital resource, this award-winning United Nations Mongolia development web portal was singled out by UN headquarters in New York as an example of what a country office website should be like. It featured extensive resources in both Mongolian and English and also was home to the bilingual online magazine, Ger – Mongolia’s first web magazine. Media

Working with journalists and media both within Mongolia and outside, the Communications Office was able to significantly raise awareness of Mongolia and its development challenges. This was reflected in a substantial increase in media coverage of the country and in the numerous books and other publications that emerged post-1997. The book In Their Own Words: Selected Writings by Journalists on Mongolia, 1997-1999 (ISBN 99929-5-043-9) published by UNDP Mongolia archived the stories by theme.  

Ger Magazine

Ger Magazine (the Mongolian word for home and traditional tent dwelling) was published as the country’s first e-magazine in 1998. There were four issues in total from 1998 to 2000. The launch issue was on the theme of youth in the transition. Mongolia was transitioning from Communism to free markets and democracy and this had been both an exhilarating time and a wrenching time for young people. The magazine drew on talented journalists from Mongolia and the handful of international journalists based there to create a mix of content, from stories about life adapting to free markets to stories on various aspects of Mongolian culture and life.

The second issue of the magazine proved particularly effective and inspiring, with its modern life theme and cover story on a thriving Mongolian fashion scene.

An online survey of the state of Mongolia’s media and its history (www.pressreference.com/Ma-No/Mongolia.html), had this to say: “An interesting variation from some of the other publications available is Ger Magazine (published online with guidance from the United Nations Development Program, UNDP), which is concerned with Mongolian youth in cultural transition. The name of the magazine is meant to be ironic because a ger is the Mongolian word for yurt—a yurt being traditional nomadic housing—but the magazine is about urbanization and globalization of Mongolian youth.”

Blue Sky Bulletin

The Blue Sky Bulletin newsletter was launched in 1997 initially as a simple, photocopied handout. It quickly founds its purpose and its audience, becoming a key way to communicate what was happening in the country and a crucial resource for the global development community, scholars, the media and anyone trying to figure out what was happening in a crazy and chaotic time. It eschewed the typical ‘grip and grin’ content found in many development newsletters and instead offered stories, data and insights useful to anyone seeking to understand Mongolia’s development challenges. The Blue Sky Bulletin was distributed via email and by post and proved to be a popular and oft-cited resource on the country. The quality of its production also paralleled Mongolia’s growing capacity to publish to international standards, as desktop publishing software became available and printers switched to modern print technologies. The Blue Sky Bulletin evolved from a rough, newsprint black and white publication to becoming a glossy, full-colour, bilingual newsletter distributed around Mongolia and the world.

MHDR 1997

The Mongolian Human Development Report 1997 (MHDR), the country’s first, placed the story of the Mongolian people during the transition years (post-1989) at its heart, using photographs, stories and case studies to detail the bigger narrative at play.

This groundbreaking Mongolian Human Development Report – the country’s first – went beyond just chronicling Mongolia’s state of development in statistics and graphs. Designed, laid out and published in Mongolia, the report broke with the practices of many other international organisations, who would publish outside of Mongolia – denying local companies much-needed work and the opportunity to develop their skills. The report’s costs helped to kick-start a publishing boom in the country and significantly raised standards in design and layout in the Mongolia. The foundations laid down by the project producing the report ushered in a new age in publishing for Mongolia.

The report’s launch was innovative, not only being distributed for free across the country, but also part of a multimedia campaign including television programming, public posters, town hall meetings and a ‘roadshow’ featuring the report’s researchers and writers.

The initial print run of 10,000 copies was doubled as demand for the report increased. To the surprise of many, once hearing about the free report, herders would travel to the capital, Ulaanbaatar, to pick up their copy. The report proved people cared passionately about the development of their country and that development concepts are not to be the secret domain of ‘development practitioners’. The report also became an English language learning tool as readers compared the Mongolian and English-language versions.

Mongolian AIDS Bulletin

UNDP acted swiftly to address a breaking HIV/AIDS crisis in 1997, offering a key lesson for others working in public health (the Ebola Crisis and global air pollution crisis both show those lessons have still yet to be fully absorbed).

Assembled by a team of health experts after the Fourth International Congress on AIDS in Asia and the Pacific, the Mongolian AIDS Bulletin was published in 1997 in the middle of an HIV/AIDS crisis. It provided timely information and health resources in the Mongolian language and was distributed across the country.

“Mongolia’s first AIDS Bulletin marked the beginning of the UNDP Response to HIV/AIDS/STDs Project back in the autumn of 1997. Over 5,000 copies of the magazine were distributed across the country, offering accurate information on the HIV/AIDS situation. The project has been pivotal in the formulation of a national information, education and communication (IEC) strategy, bringing together NGOs, donors, UN agencies and the government.”

Green Book

In the Mongolian language, the Mongolian Green Book details effective ways to live in harmony with the environment while achieving development goals. Based on three years’ work in Mongolia – a Northeast Asian nation coping with desertification, mining, and climate change – the book presents tested strategies.  

EPAP Handbook

The Environmental Public Awareness Handbook was published in 1999 and features the case studies and lessons learned by UNDP’s Mongolian Environmental Public Awareness Programme (EPAP). The handbook draws on the close to 100 small environmental projects the Programme oversaw during a two-year period. These projects stretched across Mongolia, and operated in a time of great upheaval and social, economic and environmental distress. The handbook is intended for training purposes and the practice of public participation in environmental protection.

In its 2007 Needs Assessment, the Government of Mongolia found the EPAP projects “had a wide impact on limiting many environmental problems. Successful projects such as the Dutch/UNDP funded Environmental Awareness Project (EPAP), which was actually a multitude of small pilot projects (most costing less than $5,000 each) which taught local populations easily and efficiently different ways of living and working that are low-impact on the environment.”

Mongolia Update 1998 detailed how the country was coping with its hyperinflation and the Asian economic crisis.

Mongolia Update 1998 – Political Changes

1998 proved a tumultuous year for Mongolia. The country’s existing economic crisis caused by the transition from Communism to free markets was made worse by the wider Asian Crisis. The government was destabilised, leading to an often-confusing revolving door of political figures. In order to help readers better understand the political changes in the country, a special edition of Mongolia Update was published that year.  

UNDP Mongolia: The Guide

The Guide, first published in 1997, provided a rolling update on UNDP’s programmes and projects in Mongolia during a turbulent time (1997-1999). The mission simultaneously had to deal with the 1997 Asian Crisis (http://en.wikipedia.org/wiki/1997_Asian_financial_crisis) and the worst peacetime economic collapse in post-WWII history.

Each edition came with short project and context summaries, key staff contacts, and facts and figures on how the country was changing. For the first time, any member of the public could grasp what the UN was up to in the country and be able to contact the project staff. An unusual level of transparency at the time for a UN mission.

Memoranda of Understanding

Three Memoranda of Understanding were negotiated with the Mongolian Government to help focus efforts and aid the attainment of internationally-agreed resolutions. This was affirmed by a series of youth conferences, One World, held in 1998 and 1999.

Strategy and Leadership in a Crisis

The scale and gravity of the crisis that struck Mongolia in the early 1990s was only slowly shaken off by the late 1990s. The economic and social crisis brought on by the collapse of Communism and the ending of subsidies and supports from the Soviet Union, led to a sharp rise in job losses, poverty, hunger, and family and community breakdowns.

The challenge was to find inspiring ways out of the crisis, while building confidence and hope. The sort of challenges confronted by the UNDP Mongolia Communications Office included:

1) A food crisis: agricultural production was down sharply, and the traditional nomadic herding economy, while at peak herd, was failing to get the meat to markets and to a high enough standard to restore export levels to where they once were. As a result, a cross-border trading frenzy became the solution to falling domestic food production and availability.

2) HIV/AIDS/STDs crisis.

3) A major banking crisis.

4) Both the Asian Financial Crisis and the Russia Crisis.

5) An ongoing political crisis and an inability to form stable governments.

1997: Arrive in the capital of Mongolia, Ulaanbaatar, to undertake a two-year assignment with the United Nations mission. Quickly get to work founding the UNDP Mongolia Communications Office and pursuing a strategic communications approach with a busy online and offline bilingual publishing programme. Launch award-winning UN Mongolia Development Web Portal (www.un-mongolia.mn). Launch first Human Development Report Mongolia 1997, and a Mongolian AIDS Bulletin during crisis. Assist the Government of Canada to establish the first Honorary Consul in Ulaanbaatar on December 1, 1997 and the Canada Fund Mongolia.

In 2001, the UN won the Nobel Peace Prize for “their work for a better organized and more peaceful world” and its communications innovations, with work such as that in Mongolia being cited as a contributing factor to the awarding of the Prize.

In 2000, the Millennium Development Goals (MDGs) were launched in a 15-year bid to use a focused approach to development centred around eight goals to accelerate improvements to human development. From 2000 to 2005, consulting work was undertaken in various UN missions (Mongolia, South Africa, Turkmenistan, Ukraine) to communicate the goals and to reshape communications activities around the goals.

Peaceniks Questioning Air-Raid Strategy In Bosnia

Muslims say peaceful alternatives will aid cleansing

While Bosnian Muslims continue to demand either airstrikes against the Serbians or weapons to defend themselves, there is little consensus among Canadian peace groups and political parties that these measures are the key to a long-lasting peace.

The differences are as graphic as those between Washington and Ottawa. While president Bill Clinton is asking European nations to support air strikes, prime minister Brian Mulroney has publicly opposed such bombing raids as an answer to the brutal ethnic cleansing of Muslims being carried out by the Serbs.

“We are still developing our position in terms of support for military intervention,” says Roxanne Dube, assistant to Liberal foreign policy critic Lloyd Axworthy.

Dube says, “We need something more comprehensive than just airstrikes, which alone could jeopardize our troops.”

NDP foreign affairs critic Svend Robinson is more willing to consider military action under UN auspices. But first he wants “a vice-like embargo on Serbia and the establishment of safe havens and humanitarian corridors.

“If the slaughter continues, I personally would not exclude the posibility of further military action,” he says.

“The response of the United Nations, and NATO in particular, has been appallingly inadequate. It has allowed the Bosnian Serbs to consolidate their territorial position. And their latest sabotage of the Vance/Owen proposal has left the international community with no alternative but to isolate Serbia.

“The Bosnian Serbs are just continuing their widespread rape of Muslim women, ethnic cleansing, torture – the world has got to say, stop.”

Among peace groups there is a feeling that military intervention is not a longterm solution.

“We don’t have a position,” says Tamara Storic of Greenpeace Canada, a response echoed by the Toronto Disarmament Network. “We’re in much the same situation as the UN. Nobody knows what to do.”

No position

The Canadian Peace Alliance’s Gideon Forman understands the frustration that fuels calls for bombing, but doesn’t believe it is a longterm solution.

“Those who say go in there and bomb are not all crazy,” he says. “They hear about ethnic cleansing, they hear about rape camps – and they see bombing as a way to stop that. But our position is that a little more restraint has to be shown.”

He advocates a combination of sanctions and diplomacy for a longterm peaceful solution.

Maggie Helwig of ACT for Disarmament says she has little to offer in the short term, pointing out, “Maybe at this point there is little anyone can do.” She is also sympathetic to those who want to arm Bosnian Muslims, but feels it wouldn’t help the situation.

She says, “I believe they are the legitimate government. But providing weapons is not going to contribute to a lasting peace.”

Helwig favours targeted sanctions that would allow opposition organizations in Serbia to receive supplies while the government wouldn’t, combined with international support for peace and opposition groups.

“The only way we can end the Serbian aggression to to support the opposition in Serbia, the peace movement and the women’s movement. The reason they aren’t having much influence is that they aren’t getting any international support.”

Fatima Basic, spokesperson for the Canadian Bosnian refugee groups, says that while she supports Helwig’s plans for helping opposition and women’s groups, she is angry that it is being put out as an alternative to military intervention and air strikes. She says the West “should have done something before we lost half a million people.”

Imam Tajib Pasanbegovic, religious leader of Canadian Bosnian Muslims, says of Helwig’s thoughts, “It’s a ridiculous idea by itself. It will take several years, and by then there will be no Bosnian Muslims left. There is not time. Imagine if we gave this chance to Hitler in the second world war – another 5 million Jews would have disappeared.”

Both he and Basic are bitter that while Clinton seeks European support for bombing, “Prime minister Brian Mulroney is going behind his back telling the world not to interfere.”

Life embargo

Pasanbegovic says if the West will not intervene with at least half the bombing if did in the Gulf War, “They should life the arms embargo and return things to a starting point. If the West is not going to defend us, at least let us defend ourselves.”

However, Carolyn Langdon of Voice of Women, a peace group working with peace and women’s organizations in the former Yugoslav republics, says, “Our position is against intervention, including limited military strikes. We are supporting the civil society groups, the opposition against the nationalism and war policies of their governments.”

Her group sets up rape crisis centres and sponsors women to come to Canada to raise awareness.

David Isenverg, a senior research analyst at the left-leaning Washington-based Center for Defense Information, says sources tell him that the Clinton administration believes air strikes are only a means of levelling the playing field for the Muslims.

He says a Pentagon report released this Wednesday will discredit the claims of air strikes’ accuracy, citing failures during the Gulf War. Clinton will decide on air strikes after Saturday’s referendum in Bosnia, when Serbs will vote on whether to accept a Western peace plan.

Somali Killings Reveal Ugly Side Of Elite Regiment

Canada is touted around the world for its commitment to the ideals of peacekeeping. But something went seriously wrong with the Canadian Airborne Regiment at Belet Huen in Somalia.

Since the revelation of the March 16 shooting death of Somali civilian Shidane Omar Aroni at the hands of members of the regiment, three more killings of civilians by Canadian troops have come to light. Two of the deaths, including Aroni’s, are being investigated internally by the military, while others are subject to a government-ordered inquiry.

Military watchers say the problem permeating the Canadian Armed Forces’ approach to peacekeeping goes beyond the inappropriate behaviour of a few gung-ho members of the airborne.

Warning ignored

They say the department of national defence has ignored the warnings of the United Nations and its own internal papers regarding the ever more complex duties of international peacemaking and peacekeeping. The Canadian forces and other coaltion partners, they say, are playing with fire in Somalia by neglecting to prepare troops with the skills they need in negotiation, conflict resolution and cultural sensitivity.

And they point out that the assigning of peacekeeping duties to the Canadian airborne – an elite force with a fearsome reputation – illuminates everything that is wrong with the current approach.

“The opposition is calling for the airborne to be dismantled, but they are prepared for high-intensity combat,” says defence consultant Peter Langille. “It’s just a dumb decision – somebody used them for the wrong thing.”

If Canadian personnel were properly trained, the incidents at Belet Huen would not have happened, says Gideon Forman of the Canadian Peace Alliance.

“Peacekeeping is a special skill that requires courses in non-violent conflict resolution and negotiation. A peacekeeping training centre – which the Canadian Forces pooh-pooh – would be very useful.”

Indeed, the unfolding of the horrifying drama in Belet Huen posed acutely difficult problems for army personnel. It took a small-town journalist on a press junket intended to show off the work of the airborne to force the army to go public with the death of Aroni.

Jim Day of the Pembroke Observer, located near the airborne’s home base at CFB Petawawa, spotted a commotion over the attempted suicide of master corporal Clayton Matchee, one of the soldiers arrested in the death.

It wasn’t until March 31, two weeks after an internal military investigation had begun, that the military admitted to the investigation.

Day says watching the troops in Somalia made it clear there was a mismatch between the personnel and the mission.

“They are trained for a combative role. They’re considered the cream of the crop, very tough physically. They want to use their training, as opposed to being trained for combat in rugged exercises and then ending up handing out water.

“What hit me quite strongly down in the camp was how they spent their leisure time. I watched them set up a spider fight. They had such intensity – they were watching these two spiders devour each other for 20 or 25 minutes, coaching them along, pumping their arms in the air and rooting and screaming.”

Creates aggression

Observers who know the regiment say the training is meant to create extremely aggressive behaviour while reinforcing elite status. Through “jump school” – three weeks of punishing training where subjects drop from planes – soldiers experience exhilarating highs and terrifying lows.

Anecdotes abound about the secretive and violent behaviour of the regiment.

“There’s a good deal of resentment,” says Dave Henderson, who puts together a weekly news infomercial called Base Petawawa Journal for Ottawa’s CHRO TV. “A lot of the other soldiers on the base shun them. Their nickname in some quarters is ‘stillborne.’

“I know from people in other military outfits that when you go up against the airborne, there is a fear factor,” says Langille, whose company Common Security Consultants, has lobbied the government to change peacekeeping training.

“In exercises where the airborne take over a base or something, if they catch you, they bet the shit out of you. It’s not surprising they got carried away in an ugly environment.”

Frustrating pace

Nor is it strange that the regiment chafed at the pace of the Somalian daily round. “The soldiers believe the Somalis are very slow in their ways,” says Day. “They’re used to ‘boom, boom.’ Whatever it is they do, even if it’s building a trench or putting up a fence, they are very quick about it.”

But the military argues that the best preparation for peacemaking and peacekeeping duties is the general combat training every soldier receives.

“The best peacekeeper is a well-trained soldier,” says veteran peacekeeper colonel Sean Henry of the Conference of Defence Associations.

“When you look at the make-up of the coalition force in Somalia, you find that just about every other nation has contributed either airborne troops or special troops, simply because they wanted a well-trained unit at short notice.”

Henry thinks those who argue for peacekeeping training are missing the essence of the armed forces’ mandate. “It’s counter-productive. You might as well forget about the armed forces and sign up a bunch of social workers.”

The United Nations’ bloody hunt for elusive Mogadishu warlord general Mohamed Farah Aideed has many observers wondering whether the world body is making up the rules as it goes along.

Some critics, such as George Cram of the Canadian Council for International Cooperation, an influential umbrella group for Canadian non-governmental organizations of NGOs, question if the obsession with Aideed isn’t just burying the UN in a deeper image problem with the Third World.

Critics point to the fallout of growing resentment from the July 12 attack on Aideed’s compound – killing more than 70 civilians – boding ill for a peaceful reconstruction of Somali society.

The fact that among those killed within the compound were clan elders who were negotiating a peace has upset Somalis even more, says Cram, a Horn of Africa researcher.

“The UN has lost its credibility, its moral authority, lost its blue-beret neutrality,” says Cram bluntly.

The degree to which Aideed should be the main focus of current UN actions has some relief agencies scratching their heads. Aideed has become Somalian bogey man number one with UNOSOM’s (United Nations Operations in Somalia) head, US Admiral Johnathon Howe. He has placed a $25,000 price on Aideed for an arrest.

“I don’t recall the UN ever going out and actually attempting to arrest individuals – they certainly haven’t done it in other conflict zones,” says reverend David Hardy of Saskatoon-based Lutheran Relief, who has organized relief flights into Somalia.

Cambodian example

He cites the example of Cambodia, where the UN brokered a controversial peace with those purveyors of the genocidal killing fields, the Khmer Rouge, in order to secure free elections.

David Isenverg of the Center for Defense Information, a liberal Washington-based think tank, worries that doggedly going after Aideed while ignoring the other factions will paint the UN as siding with one faction over another.

“The protracted effect is to turn the US and UN into partisans to the conflict.”

Hardy believes Aideed, who is adept at seeing which way the wind blows, has inflated his stature as an opponent of the UN as foreign invader.

Then there are other criticisms. Some observers wonder whether the UN is too proud or too blind, or simple oblivious when it comes to seeking advice from the locals it went in to protect.

Even Canada, while supporting the UN’s military effort since Aideed “is obstructing relief supplies,” believes that national reconciliation should be a main focus, says external affairs spokesperson Rodney Moore.

He says Canada continues to urge the UN to move quickly on national reconciliation, bringing together women’s groups, clan elders and other non-warlord groups.

“One of the areas where the UN operation went wrong is the tendency to deal with the ‘superpowers’ of Somalia while ignoring groups like women’s collectives,” says World Visions’ Philip Maher, who has just returned from Somalia.

“Part of the problem is misunderstanding,” Maher says. “The UN hasn’t done a great job of telling Somalis what they are doing.”

Many point to the peaceful north, where the as yet internationally unrecognized Somaliland offers a successful model, combining women’s groups and elders to wrest control.
